  • Five takeaways from Andy Burnham's Labour conference speech

Five takeaways from Andy Burnham's Labour conference speech

Andy Burnham’s inaugural Labour conference speech encompassed a variety of reforms that are set to shape the direction of the UK over the next few years. Changes are expected in the areas of social care, pensions, public services, housing and the UK voting system.

The Prime Minister and Labour leader explained his proposals for changes at the Labour Party conference in Liverpool. Here, he also explained the personal perspective that underpins his strategy. Below are five key takeaways from the speech that are worth noting.

1. A significant shake-up regarding social care

One of the most major plans outlined by Burnham was the creation of a National Care Service in England. 2 He explained that this service would offer personal care at no cost to the user.
The idea is that people should get the support they require on the basis of need instead of care being dependent on whether they can afford to pay for it. The new system that Burnham plans to implement would remove the need for people to sell their homes or utilise all of their savings to provide for their care in old age.

2. State pension changes

Burnham declared that the state pension triple lock would be retained during the current Parliament. However, he also announced his intention to alter the system from April 2030 so that the state pension would increase by whichever is higher: inflation or 2.5%.1
This would effectively eliminate the earnings part of the triple lock pension. The PM has said that the new system would allow the state pension to increase while maintaining its value in relation to earnings. Savings from this alteration would be used to help set up the National Care Service.

3. Increased public ownership of essential services

Burnham also explained proposals for legislation that would allow for services such as water companies to be publicly owned as they had been previously. 1 He also said that he had plans for creating the Great British Grid, owned by the public and with the aim of increasing competition and making electricity grid connections better.
Housing was also discussed, and the PM said that he aimed for councils to be given more power when it comes to improving the quality of privately rented homes.

4. The UK voting system

A further key aspect of the speech involved the way the voting system operates. Burnham plans to launch a national commission to find options other than the first-past-the-post system which is currently in use. 1 He suggested that proportional representation could be used in the future as a more equitable alternative.

5. A personal perspective

The speech concluded with Burnham reflecting on the experience of his father Roy’s suffering from Alzheimer’s. 2 He died in September 2026, and Burnham paid tribute to those who were involved in his care. He also highlighted why his proposed National Care Service was something that mattered to him on a personal level and for so many others and their families.
